LIST OF READ&PUBLISH AGREEMENTS FOR RESEARCHERS

TÜBİTAK ULAKBİM EKUAL (National Academic License for Electronic Resources) is a national system that manages electronic journal/database subscriptions, open access publication agreements, and central licensing processes on behalf of universities and research institutions in Turkey. The fee is usually covered centrally rather than by the institution or researcher, and access and OA (Open Access) publication rights are provided under the national license.

Under Open Access (OA) Agreements, researchers can read journals ("Read") and publish their articles in open access without paying Article Processing Charge (APC) ("Publish"). Additionally, Mersin University provides an annual subscription to the ACS database. In exchange for the fee paid, we have the right to publish in ACS journals exclusively for our university (a total of 11 publications for the year 2026).
